The Common Agricultural Policy (CAP) Strategic Plans are designed to promote a smart, competitive, resilient, and diverse agricultural sector. In line with Regulation (EU) 2021/2115, which serves as the primary legislative framework for the CAP Strategic Plans (CSPs), expenditures must support ten specific economic, environmental, and social objectives, measured through a set of common indicators. Each Member State developed and received approval for national CSPs from the European Commission, ensuring greater subsidiarity and a focus on performance in CAP management.
The first year of CSP implementation highlighted the need for improved execution and reduction of red tape. This process should also align with broader discussions about the European Green Deal, which could impact farmers and the CSP requirements. Notably, the legislative framework was agreed upon prior to Russia’s invasion of Ukraine, which has since altered markets and reshaped Europe’s agricultural policy landscape. Farmers across the EU have protested against the consequences of this shifting policy context.
This regulation aims to address certain challenges in CSP implementation, following extensive discussions among EU institutions and broader consultations. The changes emphasize reducing administrative burdens, offering flexibility for national administrations to adapt to farmers’ needs, balancing conditionality with voluntary schemes, and providing assurance regarding the stability of the policy throughout the lifespan of the CSPs.
